This cartoon by Paul Thomas from The Daily Express relates to the sub-zero temperatures which are threatening to cause snow chaos in Britain.

A pair of armed robbers have just been apprehended by the police firearms unit following a bank robbery. The robbers are wearing stockings over their heads to conceal their identity. Both are carrying bags of swag (an informal word for stolen goods), and one of them has a shotgun. It is snowing and everyone is knee-deep in snow. One of the policemen is pointing his gun at the robbers and telling them "F-F-F-F-Freeze!!!" (the F is repeated because the policeman is shivering as he speaks because of the cold). The robbers are holding their hands in the air to show that they are surrendering.

EXPLANATION
The cartoonist plays on two meanings of the word 'freeze'. If someone who is moving freezes, they suddenly stop and become completely still and quiet. It's a movie cliché that the cops always say "Freeze, police!" when challenging a potentially dangerous suspect. And, of course, if you freeze, you feel extremely cold.
